...as a good parent would... reviewed the adequacy of the provision of residential care services to Victorian children and young people who have been subject to sexual abuse or sexual exploitation whilst residing in residential care.
We found an alarming level of sexual abuse and sexual exploitation was occurring in Victoria's residential care services, and the system was taking inconsistent approaches to prevent these issues.
We made nine recommendations for systemic improvements to prevent sexual abuse and sexual exploitation of children and young people in residential care, including
- immediate and medium term changes to the residential care model
- a complaints body where children could make disclosures of abuse
- developing child safe standards.
